The action of the film takes place during the New Year holidays in St. Petersburg. Lieutenant Colonel Solovets and his wife Yulia will spend New Year's Eve on a ship, where the Main Department of Internal Affairs is holding a New Year's banquet, and where he is to be awarded the medal "For Valor in Service." The holiday turns into a tragedy: the ship ends up in the hands of terrorists. They demand a ransom under the threat of blowing up the ship along with the hostages.

A fight broke out at a youth party, as a result of which the son of a prominent businessman was seriously injured. Major Volkov learns that the young man Anton who shot the guy is hiding on a small island in the Baltic Sea, and decides to detain the criminal on his own. The case seems simple until the island is cut off from the mainland by a storm and a thunderstorm, and instead of detaining an unarmed guy, Volkov has to protect the village and the local police station from a group of armed bandits.

For his passion for martial arts, operative Nikolai Dymov was nicknamed Samurai by his colleagues. He is cold, impartial, and interrogations with his participation resemble an exciting psychological duel. He boldly rushes into battle. Especially when it comes to his daughter. After years of separation, the girl comes to her father. A police captain, accustomed to dealing with harsh colleagues and criminals, finds it hard to find a common language with his grown-up daughter. It is especially difficult for him when he finds out that his daughter is going to marry a bandit.
