Advocate of reforms that was out of pace with real life

The literal translation of the title of this movie is: Dragons out of Sea.

The reform advocate made at end of rural reform seemed out of pace with reality because the year 1992 is when China started its urban reform and rural reform had already been going on for more than a decade already. The political contribution of this movie is thus diminished due to time but the romantic love story is still worth watching.
