Like Kamen Rider Genms -The Presidents- (2021), this special is another case of a Heisei/Reiwa crossover between two series of different eras previously sharing the same producer and head writer, Takuro Fukuda.
This special is the first crossover between Kamen Rider Saber (2020) and a preceding Rider season, as no Movie War film was made for Saber and the season directly before it, Kamen Rider Zero-One (2019).
Included in a double-feature together with the trailer for Mashin Sentai Kiramager vs Ryusoulger (2021) , Mio Kudo narrates the trailer for Saber × Ghost as her character Sayo Oharu, where she reacts to Kanon being her look-alike.
This special is intended to celebrate the fifth anniversary of Kamen Rider Ghost (2015), which incidentally was also the previous anniversary season for the franchise as a whole.
Takeru does not use Mugen Damashii in this special and instead uses Grateful Damashii as his strongest upgrade at hand. This is due to the events from the novel, where Takeru sacrificed the Mugen Eyecon in order to save his and Chloe's life.
