Canada Post goes by the value put in the customs form on the box. If I remember correctly oldies put what I paid in the form.

For about a decade I have ordered from outside Canada and I have yet to be 'dinged' on orders well under a $100CAD.

I got hit by customs for $24.90 on an order of $135 from Arrow. Dammit.

Edit: No charges for my orders under $100 from Rarewaves and Zavvi.
