Description of problem:

(6d43f56)
combined with 9d4e77f have the effect of only applying kernel_module_usb-storage_disabled to cis l2 server.

According to CIS_Red_Hat_Enterprise_Linux_8_Benchmark_v3.0.0.pdf "1.1.1.8 Ensure usb-storage kernel module is not available
(Automated)" is still l1_server and l2_workstation.
