Check if mapped ports of cluster (from nativeConfig) are actually free

Currently, I get a deck which specifies ports that are currently used by some other process. It would be helpful to check the mapped ports upfront before creating the entire infrastructure. This would improve the DX by preventing the process from failing at the end when setting up port mappings which are not possible at that time.
