Move isRequired field (currently only under CheckQuestion) to SurveyQuestion level (and increment experiment version ID). Then, update shared/stage.utils.ts logic to check isRequired (for getting required/optional survey questions) + (in isSurveyComplete function) check empty values for all question types.
