Readme can include basic instructions like "upload the fucking RPCS3.log.gz for any issue" etc

So, first of all, we have motd explanation that is DMed to every new user on the server, but there's still enough people who never read it. Or anything in #rules-info. Or the quickstart guide.

I'm afraid all this will do is increase the bot spam in #help and nothing more.

And there's an issue of somehow mark everyone who already posted there (we could automatically mark everyone who's already on server, but that will simply duplicate motd again).

So I'm not really sure if this feature needed, or how to go about implementing it to be actually useful.
