In both version 3.0.0 and draft version 3.0.1 dcterms:packageFormatand dcterms:compressFormat says that IANA Media Types SHOULD be used. But the usage of the controlled vocabulary is not listed under chapter 10.3 Controlled Vocabularies to be used
What is the semantics of SHOULD in this context?
Is it valid for Distributions to use other Controlled Vocabularies, i.e. File Type from the Publications Office? In the Norwegian application profile we are currently recommending File Type on these properties. Is this in conflict with DCAT-AP?
Should the usage of IANA Media Types be included in chapter 10.3?
