Do not use ICE oncomplete

ICE oncomplete fires only when the browser has all possible candidates, in some environments this might mean that chrome will need to timeout (the entire situation is unclear since firefox does not have any kind of problem).

Solution: enable some kind of amortized trickle ICE?
