Implement dynamic site selection probabilities

mlab-ns has a static list of site probabilities for sites that should receive a reduced number of requests.

In the interest of migrating to the Locate V2, the static functionality will be temporarily implemented in the Locate Service.

In the near future, we want to make this functionality dynamic. The Heartbeat Service should accept a probability flag that it can pass over to the Locate in the registration message.
