Condition for the issue title to hold true is that no other nodes link to said node (with empty :BACKLINKS: block).
Perhaps this is intended?
As this behovior actually yields additional information (some note w/o ID links to this node) I find this behavior actually quite useful.
However, at first sight it irritated me somewhat.
Originally, I expected no :BACKLINKS: buffer in this situation.
But as noted above, it actually convays additional information.
To make this information more obvious, perhaps it would make sense to either:
document this, or
adding some placeholder text inside :BACKLINKS: block telling that notes (w/o ID) are referring to this node.
