Steps to reproduce the behavior

vcpkg install in a dir with a vcpkg.json directory which contains something which depends on protobuf
default windows defender with secure memory and TPM features.
win11, fairly recent edition and windows updates had run in the background, supposedly updating threat defs which probably cause this to be flagged.
