Description
For MVP a batch patch will simply be a list of "remove" instructions for a specific batch. The command will need to sync the given batch into a new version (e.g., batch_oru_echo_ver02 would be copied to batch_oru_echo_ver03), but omitting all the removed issues' directories. The XML files would need to be rewritten as well in order to remove references to the removed issues.
If it's there, any validation files might also need to be removed, as they imply that a batch was validated by LoC's tool, which would no longer be true. We might not give NCA the ability to pull batches from non-NCA sources, but if we find that we can do that (without massive NCA pain) we want the agent to be capable of doing so.
