Hint Performance

Please describe the UI issue:
On heavy pages, hints can be slow to load.

Describe the solution you'd like
Immediately load the hints for that which is visible on screen and then asynchronously load all of the other hints.

Describe alternatives you've considered
Alternatively, simply set the default hint mode to only consider that which is visible on page.
