Describe the bug

  1. get all instances api, in old version, if use curl to query, it will not create subscribers event upd port <=0, But in 2.x. It will create subscribes. And It can't control the push version of client. Need to fix.
  2. catalog/services?withInstances=true will invalid in v2.x.

Expected behavior
These api has same behaviors with v1.x.

Acutally behavior
different behaviors.

  • OS: Any OS
  • Version nacos-server 2.0.0 2.0.1
  • Module naming
