$ file if.txt
if.txt: Unicode text, UTF-8 (with BOM) text, with CRLF, LF line terminators
$ aria2c.exe --input-file='if.txt' --console-log-level=debug
01/26 00:44:55 [DEBUG] Exception caught
Exception: [CreateRequestCommand.cc:107] errorCode=-1 No URI available.

aria2 can't download URL in UTF-8 BOM encoding file.
