Issue:

Cabal desktop setup executable raises security warning and gets blocked from executing in Windows 10.

How to Reproduce:

  1. download cabal-desktop-3.1.1-windows.exe from: https://github.com/cabal-club/cabal-desktop/releases
  2. double click the executable cabal-desktop-3.1.1-windows.exe
  3. Get panicked by the ominous windows warning

System Details:

OS: Windows 10 Pro (All latest updates as of 28. November 2019)
CPU: Core i7 (8550U)
RAM: 16GB
HDD: 512GB
