Plan resources request 4 returns (false) as the filterDebug value when tested against the disk store. Against an SQLite store, the request returns <NO_MATCH> instead. NO_MATCH makes sense because the policy doesn't exist in the store. Either way, we need to make sure that the response is the same regardless of the store.
