Problem definition
Investigate updating to canonical version of Tendermint v0.37. Ensure the priority and compatibility with Oracle transactions (tx) compared to other keeper tx’s once we adopt Tendermint v0.37.

Feature specification

  • Discuss whether or not we want to maintain current oracle tx implementation
  • Discuss whether or not we want to switch to CometBFT
  • Implement version of Cosmos SDK that fits whichever strategy is adopted
  • Implement version of Tendermint / CometBFT that fits chosen strategy
  • Consider refactoring terrad to ensure int64 is always used as its priority. Only int32 is used for weighting
  • Implement release, test, and move to canonical

a protocol just moved to informal system version: https://github.com/informalsystems/tendermint

should we stop this task to wait for a more stable future of v0.37? @faddat
