"It was announced in Budget 2019 last week that the 9% VAT rate that currently applies to tourism activities will increase to 13.5%, with effect from 1 January 2019."

There's already a reduced rate, so this means we need to end the second reduced rate: https://github.com/commerceguys/tax/blob/master/resources/tax_type/ie_vat.json#L56
