Update ComfyUI-Manager to latest version (v3.32.3).

ComfyUI-Manager used to forcibly downgrade numpy to a version below 2 due to compatibility issues with several dependencies starting from numpy>=2. However, beginning with Python 3.13, prebuilt wheels for numpy<2 are no longer provided. As a result, if the local environment is not properly set up for development, this can cause issues.

A patch has been applied to ComfyUI-Manager so that it no longer forces a downgrade to numpy<2 when running on Python 3.13. However, in this case, if you're using dependencies that still require numpy<2, dependency issues cannot be resolved.
