Current Behavior

Currently, updates to @configu/sdk do not trigger the release drafter for @configu/cli and @configu/proxy.

Expected Behavior

Updates to @configu/sdk should trigger the release drafter for @configu/cli and @configu/proxy as it's a dependency for both via workspace:*

To Reproduce

Check the drafter actions after bumps to @configu/sdk and see that it isn't triggered.

Context

#729 is an example of such an occurrence.
