As discussed in #655, we need a generic endpoint for propagating service from outside containerd into containerd

Usecases:

shim log (shim -> containerd) shim: add -log and -log-format #655
??? (higher level engine -> containerd)

So instead of the shim having an event endpoint, it would connect back to containerd and "push" events into it?

I had once thought that, but the current grpc stream seems fine atm on second thought
