I solved the problem by following these steps:

Go to the URL https://huggingface.co and download the model bert-base-uncased config.json, pytorch_model.bin and vocab.txt locally.
modify BertTokenizer.from_pretrained (from_pretrained, do_lower_case=‘uncased’ in from_pretrained) to BertTokenizer.from_pretrained (’ yourLocalPath’, local_files_only=True).
