There are new test failures on [release] Bump version on main to 3.9.

The tests

pkg/dartdev/test/commands/create_integration_test RuntimeError (expected Pass)

are failing on configurations

unittest-asserts-release-linux-x64

The root cause is that build_modules isn't compatible with SDK 3.9, so once dart-lang/build#3963 is fixed and the new version is published, we should update web templates to use the newer version.
