Describe the bug
Can't pip install kipart, it will fail with UnicodeDecodeError
To Reproduce
Steps to reproduce the behavior:
- Use Windows 10 CN
- Open powershell
- input
pip install kipart
- See
UnicodeDecodeError: 'gbk' codec can't decode byte 0x94 in position 1070: illegal multibyte sequence
Expected behavior
Successfully installed.
