Fixed usage of assert_path on Python sys.path module variable

Fixed copy_default_package.py not deleting deprecated files from

Sublime Text upstream Default Package.

Set to always allow to run Studio Channel Installation

because most times the Sublime Text hangs on Linux, forcing

all/channel_manager/copy_default_package.py

Added to channel_manager.py the pick panel option Custom to allow

the user enter the target/next git tag to be used.

Created the No Changes option to the channel_manager.py git tag

update pick up command.

Fixed channel_manager.py not freeing its lock when an exception is

trowed.
