For some reasons, the server in some contries like China can not connect to https://www.fuzzwork.co.uk/dump/ correctly because of the network error, but end users can. So matainers can download the file mannually then import by command.

like this:

php artisan eve:update:sde --local_file \www\wwwroot\mysql56-sde-20210310-TRANQUILITY.tbz2
