How do we handle tasks that some other teams needs to address or collaborate on?

e.g. for infrastructure team, people add an "infrastructure" label. This is not documented, but it seems to be common knowledge. (Since it's rather straight forward).
e.g. this issue is assigned to project tech lead circle, in the hope that it will be picked up "automatically"
