I hate git-lfs. I can't jump around to different commits locally without github's involvement, which is a shame. But I'm not here to fix git-lfs, just to report the budget issue.

Clone is broken for me too. Would appreciate the fix.

In the meantime, one can use GIT_LFS_SKIP_SMUDGE=1 to skip LFS related operations.
I think LFS content is only required for tests.
