Using v0.81.3

react-native: 0.78.1
@react-native-community/cli-platform-android: 17.0.0
@react-native-community/cli: 18.0.0

When i try to open the dev tools (by pressing j) it says No connected targets.
The dev menu and app reload work fine.

This happens on a psychical android 7 device.
