Describe the bug
The "modify shell startup files" PBA fails on Windows. This is likely the same issue as #1405.
To Reproduce
Steps to reproduce the behavior:
- Run Monkey Island
- Configure to run just modify shell startup files PBA

Expected behavior
This PBA sohuld execute modify_powershell_startup_file.ps1.
