Why should this be included in the repository?

With the removal of Hexchat, we have to use either Polari (if Gnome) or Konversation (if KDE)

Halloy implements a lots of new features of the IRCv3 protocols

Are we allowed to redistribute it?

GPL-3.0

What kind of user will use this package, and how many users do you think will use this package?

My guess is it will be used by power user, but the apps have sane defaults even for beginner
