CIViC bot task to update fusion names to use new delimiter convention

To adhere to new guidelines for naming of RNA fusion variants we would like CIViC bot to propose suggested changes for the attached variants.

For each variant in this spreadsheet (CIViC variant ID in column A), create a new variant alias using the current variant name (column B).

At the same time, propose a change to the variant name where - becomes ::.

For example, fusion variant: ACTB-GLI1 becomes ACTB::GLI1
