When creating or editing a text resource, the "Save Text" button is at the bottom of a pop-up window. It's not immediately visible when editing, which creates the assumption that text is autosaved/there is no explicit "Save" action that needs to be taken. You have to scroll down past the text editing box to find the Save button currently. In lieu of the many other save improvements that can be made, it seems like a small + easy fix to just make this button more visible.
