Due to compatibility with xerox twolc etc., hfst-twolc silently accepts undeclared alphabet pairs in rules, I think this should emit warning with option to turn it into error (like gcc -Werror). Implicit alphabets are usually the main source of hard to debug problems with twolc as well as many misunderstandings on how to build good twol rulesets.
