Connecting USB cable when device is powered off causes device to boot (correct) but it is stuck in splash screen (wrong)

Add droid-hal-init.service to actdead-pre.target.wants as it does not get started in act-dead mode.
This will make splash screen go away.

Charging screen is however shown for only one second, and again after short press of powerkey.

This "charging screen" is just ittybitty small greenish text "Charging! ??/100" in middle of screen.
