What do you want to do?

I think hooks should be isolated between deployments, and kluctl should run hooks only on changes, not on any deploy.

Why do you need that?

I want that hooks run only when it really neccesary, so that hooks run only when some depoyment changed, and run only hooks that belongs to changed deployment.
