Bug description

When you enable Gestures, you can make a gesture Make window fullscreen this works even on windows that should not be full screened. Like the Gestures window itself for example.

If you do this and full screen the Gestures window, there is no close or minimize button and you are forced to quit the application to close out of it.

I haven't tested this with windows other than the Gestures window but I'm sure it affects many more windows as well

Steps to reproduce

  • Enable Gestures
  • Set a Gesture to Make window fullscreen
  • Use this gesture on a GTK window like the Gestures window that you normally cannot full screen
  • It still full screens but there is no exit/minimize/un-fullscreen button to exit out of it

Expected behavior

We should make these windows enter Maximized mode instead of Fullscreen mode (Maximized is when you make a window take up the entire screen but you still have the minimize/fullscreen/close options)
