Bug description

scroll bar keeps scrolling to the end if you hold left click in the place you want to scroll

Steps to reproduce

hold left click in firefox scrollbar in a webpage and you see that it scrolls to the end

you can also reproduce in other apps (not brave since it has built in scrollbar behavior)

Expected behavior

it should scroll to where the mouse is

Additional information

when you hold left click with the mouse of touchpad in scrollbar it shoud scroll to the place where the mouse pointer is then stop but instead it keeps scrolling to the end
i had this problem in two devices so the problem is not with the device

on the note
in the theme settings jump to the position when clicking should be tuned off
