Add raw data filters

As discussed during the OPENSENSE meeting in Milano, we should include functions or at least some examples for the basic filter of raw RSL and TSL data. We have applied different sets of filters in different papers, so have done other research groups.

I suggest to first add the basic filters that can directly applied via xarray via an example notebook. Then, let's see...
