Depends on #24

We're not always getting P-CSCF from RIL, I have no idea why (even on Samsung device), so we need to look for other ways to grab it.

Here are some ideas:

  1. After fixing DNS, check if ims.mncxxx.mccyyy.3gppnetwork.org works better
  2. Try DHCPV6_INFORMATION_REQUEST (to be tested over ePDG to ensure modem doesn't filter those) -- see https://gist.github.com/phhusson/87c42bc100f78cbdce9e92ec649d7096 (never got it to work -- note: it only does emission, need to do tcpdump)
  3. After fixing DNS, try resolving some phone number using .e164.arpa. NAPTR DNS request
  4. (horrific hack:) remember past P-CSCF and expect the user to connect to VoWifi at least once
