1. Minimal reproduce step (Required)

  1. Deploy TiProxy on cloud and they are labelled with zones
  2. Start a workload with 10 long connections and short connections with 20 concurrency

2. What did you expect to see? (Required)

TiProxy always route to local backends

3. What did you see instead (Required)

TiProxy routes 30% traffic to remote backends

4. What is your version? (Required)
