Documentation issues

I am trying to understand how an Energy Manager System (EMS) interacts with an Energy Smart Appliance (ESA), with regards to Matter Application Cluster Specificiation 1.4, chapter 9, section 9.2.

There are high level examples, which talk about EVSE and Washing machines, but none show the actual interplay.

For example, how would an EMS know a Washing machine has started a cycle and that it should, for example, issue a PauseRequest command?

Does it depend on the receipt of Forecasts from each ESA before they actually start i.e. a user turns on their washing machine and starts a cycle. The washing machine then sends a Forecast to the EMS, waiting a few seconds for an intervention, before it actually starts.

Any additional guidance here would be helpful.
