Description

vllm-project/aibrix#245 requests that KubeRay provide a way to execute a user command after enough worker Pods have joined the cluster. Maybe we can provide an API like:

ray wait --num-nodes=xxx --num-cpus=xxx --num-gpus=xxx --resources={...}
