[Doc] [Data] broken page for repartition()

One issue and two suggestions:

The parameter section looks broken (both master and 2.45.0)
[master] A note should be added to the new keys parameter that either num_blocks or target_num_blocks is still required. (spark's repartition allows providing only the keys, according to their typical confusing APIs/docs. We could do better..)
The top image of the note about shuffle=True/False can be smaller. Users have to roll down the page to see the parameter list.
