For some use-cases like bots posting for you, submitting via contracts in various ways etc, it may be useful to be able to specify a different account to msg.sender to be credited with an answer. We already allow this in the commit->reveal workflow. Add it as a new variant of submitAnswer()

Added to v2.1 (intended for xdai for now) as submitAnswerFor() in 855c130
