Considering how these can still be accessed via $MKOSI_CONFIG and they just represent configuration settings, not directories that depend on the build step you're in, it makes sense to offer them via the variables. The only exception here is mkosi.configure, since it's deciding the values for these options.

For example, I run a few tests in postinst/finalize scripts as extra checks and it would be nice to gate them via $WITH_TESTS instead of having to parse the JSON config.
