When browsing the Users page, clicking the button to manage library access leads to a 404 error page.

Bug Description

I clicked the button to manage library access on the Users page, and it led me to a broken page that doesn't exist.

Steps to Reproduce

be logged into the Admin Dashboard
select the Users page
attempt to manage a user's library access by using the relevant button

No response
